Since Fore Street tunnel opened in 1998, ground water had continually leaked into it from surrounding ground.
Although regular maintenance had been carried out to minimise the damage since Transport for London took over ownership of the tunnel in 2000, a full refurbishment was still necessary.
As part of the Road Modernisation Plan, the refurbishment was started in May 2014 to manage the water seepage problem and replace damaged mechanical and electrical equipment. The work included innovations such as upgrading the existing lighting to LEDs thereby lowering energy consumption and the need for future maintenance, as well as helping to make the tunnel safer.
